The struggle for peace and social progress was and remains a strategic policy of the Soviet state. As the General Secretary of the CPSU Central Committee, M.S. Gorbachev, stated it at the Extraordinary March Plenum of the Central Committee, it is now vital to reach agreement "on an immediate end to the arms race—particularly nuclear arms—on earth and the banning of it in space.".

In the academic year just past, the Expert Commission on Philosophical Disciplines of the Higher Certification Committee [VAK] processed 441 cases pertaining to the award of degrees and ranks. Of these, positive decisions were handed down in 333 cases, and negative decisions in 9 cases, while final decisions have not yet been taken on 99. Of the total number, 418 cases were examined, 114 of these for the degree of Doctor of Philosophical Sciences and 304 for Candidate in Philosophical Sciences, (...) and final decisions were taken on 323, while 95 were referred to further expert examination. The constantly accelerating progress of contemporary natural science is indissolubly associated with the development and use of mathematics and with the processes of mathematical modeling of the phenomena of nature. The essence of this diverse and highly fertile interaction of mathematics and natural science and the dialectics of this interaction can only be disclosed through analysis of the nature of theoretical notions in general. Today, above all in the ranks of materialistically minded researchers, it is generally accepted that theory possesses (...) a value of its own. Contrary to positivist concepts of the nature of our knowledge, the meaning and significance of theory do not consist merely of the recording of experimental data, their classification and notation in abbreviated form. The meaning of theory is considerably more significant and is revealed, above all, in its explanatory and predictive functions. Contemporary theoretical knowledge is quite advanced and comprises a highly complex system, relatively self-contained and capable of internal development. Mathematics is the most interesting and distinctive phenomenon in the system of theoretical knowledge, in the system of science in general. It is in its dialectical development that the internal force and dynamics of the development of theory, in the very broadest sense of that word, find expression. Paul Lafargue tells us that Karl Marx held that "science only attains perfection when it succeeds in making use of mathematics" . In many fields of research the formulation of new ideas and concepts rests upon mathematics, its concepts and notions, and "is suggested" by the latter. "Mathematics," writes F. Dyson, "is the main source of the notions and principles out of which new theories are created" . The basic significance of mathematics to theory has been noted by outstanding thinkers over the course of the entire history of development of science. Today the expressive phrase, "the mathematization of knowledge," has come into general currency as a description of the principal direction of growth of theoretical notions in natural science. However, with respect to the growth of modern theoretical physics in general, the statement that it develops primarily by the method of the mathematical hypothesis has general validity. For example, the principal findings and discoveries of quantum theory and particle physics, starting from the corpuscularwave dualism and terminating with the omega minus hyperon and hypothetical quarks, were obtained or made "at the tip of a mathematician's pen.". ABSTRACTAttentional bias to uncertain threat is associated with anxiety disorders. Here we examine the extent to which emotional face distractors and individual differences in intolerance of uncertainty, impact saccades in two versions of the “follow a cross” task. In both versions of the follow the cross task, the probability of receiving an emotional face distractor was 66.7%. To increase perceived uncertainty regarding the location of the face distractors, in one of the tasks additional non-predictive cues were presented before the onset (...) of the face distractors and target. We did not find IU to impact saccades towards non-cued face distractors. However, we found IU, over Trait Anxiety, to impact saccades towards non-predictive cueing of face distractors. Under these conditions, IU individuals’ eyes were pulled towards angry face distractors and away from happy face distractors overall, and the speed of this deviation of the eyes was determined by the combination of the c... Conspiracy theories are often portrayed as unwarranted beliefs, typically supported by suspicious kinds of evidence. Yet contemporary work in Philosophy argues provisional belief in conspiracy theories is—at the very—least understandable (because conspiracies occur) and if we take an evidential approach—judging individual conspiracy theories on their particular merits—belief in such theories turns out to be warranted in a range of cases. Drawing on this work, I examine the kinds of evidence typically associated with conspiracy theories, showing that the evidential problems typically (...) associated with conspiracy theories are not unique to such theories. As such, if there is a problem with the conspiracy theorist’s use of evidence, it is one of principle: is the principle which guides their use of evidence somehow in error? I argue that whatever we might think about conspiracy theories generally, there is no prima facie case for a scepticism of conspiracy theories based purely on their use of evidence. (shrink)

The Integrated Information Theory is a leading scientific theory of consciousness, which implies a kind of panpsychism. In this paper, I consider whether IIT is compatible with a particular kind of panpsychism, known as Russellian panpsychism, which purports to avoid the main problems of both physicalism and dualism. I will first show that if IIT were compatible with Russellian panpsychism, it would contribute to solving Russellian panpsychism’s combination problem, which threatens to show that the view does not avoid the main (...) problems of physicalism and dualism after all. I then show that the theories are not compatible as they currently stand, in view of what I call the coarse-graining problem. After I explain the coarse-graining problem, I will offer two possible solutions, each involving a small modification of IIT. Given either of these modifications, IIT and Russellian panpsychism may be fully compatible after all, and jointly enable significant progress on the mind–body problem. (shrink)

Among the many names violently consigned to oblivion, one cannot omit mentioning the name of Gustav Gustavovich Shpet, a scholar who made a substantial contribution to our country's philosophy, psychology, aesthetics, and linguistics. His rehabilitation in 1956 was not enough to restore his memory in public consciousness, paralyzed by the inertia and fears of the Stalinist years, and the freeze that began soon after, of the sprouts that had just been summoned to life, had its impact in an abrogation of (...) agreements, cessation of publications, and in a number of cases removal of references to the philosopher. And the further thirty years of oblivion that followed were one more period of unjust punishment and a new ordeal in the terrible fate of the scholar and his ideas. His writings, which should have been a new word in science, should have given direction to further investigations, became effectively inaccessible to subsequent generations. References to Shpet in the works of Viach. Vs. Ivanov, Iu. M. Lotman, D. S. Likhachev, A. P. Chudakov, and others, and the article in Philosophical Encyclopedia [Filosofskaia entsiklopediia] written by V. S. Asmus aroused interest in Shpet's writings in Hungary and Germany. In the summer of 1986, an international conference on Shpet was held in Bochum, and his books are being translated. Unfortunately, in his own country the level of research on the philosopher's writings and thoughts is still almost at point zero, but we may hope that interest in Shpet's ideas will grow considerably in connection with the publication of the series From the History of Russian Philosophical Thought [Iz istorii otechestvennoi filosofskoi mysli] and a number of other publications. We offer a scientific approach to the philosophical 'hard problem' of consciousness, as formulated by David Chalmers in this journal. Our treatment is based upon two recent insights concerning the endogenous nature of consciousness and the minimal thermodynamic conditions for being alive. We suggest that a combination of these insights specifies sufficient conditions for attributing feeling to being.

The meta-problem of consciousness is the problem of explaining why we have the intuition that there is a hard problem of consciousness. David Chalmers briefly notes that my phenomenal powers view may be able to answer to this challenge in a way that avoids problems (having to do with avoiding coincidence) facing other realist views. In this response, I will briefly outline the phenomenal powers view and my main arguments for it and—drawing in part on a similar view developed by (...) Straipsnyje, remiantis tarptautinio jaunimo delinkvencijos ir viktimizacijos kiekybinio tyrimo ISRD, kuris Lietuvoje atliktas 2006 m., 2013 m. ir 2022 m., duomenimis, nagrinėjamas jaunuolių, gimusių po 1990-ųjų metų Lietuvoje, turtinio ir smurtinio pobūdžio delinkventinis elgesys. Keliant klausimą, kaip keitėsi šio pobūdžio delinkventinio elgesio dinamika, kiek ji atliepė registruotų nepilnamečių nusikalstamų veikų tendencijas bei kiek lytis išliko kaip delinkventinį elgesį diferencijuojantis veiksnys, straipsnyje lyginamos trijų amžiaus kohortų, jaunuolių, gimusių 1991–1993 m., 1998–2000 m. ir 2007–2009 m., apklausų duomenys. Tyrimo rezultatai atskleidė delinkventinio elgesio (...) tarp kohortų skirtumus, o naujausio tyrimo rezultatai leidžia teigti, kad 2007–2009 m. gimusiųjų amžiaus kohortoje delinkventinis elgesys būdingas tiek vaikinams, tiek merginoms, ir šie jaunuoliai labiau pasižymi turtinio, o ne smurtinio pobūdžio delinkventiniu elgesiu. Akademikai ir politikos formuotojai suvokė, kad šis laikotarpis bus sunkus eiliniams gyventojams. Svarstoma, kad Lietuvoje transformacijos laikotar­pis baigėsi – pavyzdžiui, 2004 m., šaliai įstojus į ES ir NATO. Tačiau nežinome, kada šis laikotarpis pasibaigė žiūrint iš Lietuvos gyventojų perspektyvos (jeigu apskritai pa­sibaigė). Todėl šiame straipsnyje siekiama atsakyti į klausimą, kokie su transformacija susiję periodai arba lūžiai išryškėja (jeigu išryškėja) socialinėje atmintyje. Straipsnyje laikomasi periodo definicijos, pagal kurią jis turi ribas (...) laike ir pavadinimą, suvokiamas kaip homogeniškas. Kokybiniai interviu, 2021 m. vasarą surinkti Panevėžyje, Jonavo­je ir kaimuose aplink šiuos miestus, analizuojami taikant refleksyviąją teminę analizę (RTA). Daroma išvada, kad transformacija yra glaudžiai įsipynusi į dabartinį Nepri­klausomybės laikotarpį. Viena vertus, kai kurie tyrimo dalyviai pasakojo apie „per­ versmo“, „suirutės“ laiką, kartais jį lygino su pokariu. Kita vertus, atmintyje kur kas ryškesnis bendras atkurtos Nepriklausomybės laikotarpis: jis suvokiamas kaip daug­maž homogeniškas laipsniškos kaitos laikas, kurį įmanu palyginti su stambiu periodu prieš esminį lūžį – sovietmečiu. As it happened, I became acquainted with E.V. Il'enkov quite late, in the mid- or even the late 1960s. It was only a bit more than ten years before his death that I began to feel at home in his house, was able to visit without calling ahead, and was able to call him by his first name and the familiar "you"—that is, like many, many of not only his true friends but also like-minded thinkers, who became his close acquaintances, (...) most of whom justly considered themselves his pupils … The door would open wide, and Olia, Professor K.I. Salimova, Eval'd's wife and most devoted friend, not at all surprised by the unexpected guest and seemingly even quite happy at his arrival , would try first to draw him into the kitchen and feed him … which she more often than not succeeded in doing. I am not talking about myself: there were always many guests, and this is precisely how they arrived at the Il'enkovs' apartment. Recently, a critic in Literaturnaia gazeta recalled those whom he met in Eval'd's apartment in the 1960s: "This was a tight circle of like-minded thinkers," wrote the critic. "But some of them are no longer with us, while most are far away, beyond our borders." Obviously, he had not been in the house often or had forgotten things over the distance of years. There was no "circle," nor could there have been one—not with this host, not with his lifestyle and way of relating to people. I met a good hundred fine and various people in Eval'd's home: I.N. Korzhavin, V. Davydov, A. Meshcheriakov, S. Vinogradova, N. Dubinin, V. Zinchenko, A. Zinov'ev, Iu. Kamiakin, and … indeed, five pages would not be enough to list the quite famous and the not-quite-so-famous, simply ordinary people with no claim to fame. Nazym Khikmet, A.N. Leont'ev, and B.M. Kedrov were friends of the house … Ever new faces, figures, and words come to mind. I cannot forgive myself: once Eval'd Vasil'evich wanted to take me along to Iurii Liubimov's to read his play Neither God nor Tsar nor Hero … [Ni bog, ni tsar' i ni geroi], but I had some other business, something so important that I do not even remember now what it was, and it is probably not worth remembering. But most likely I was too timid to appear uninvited at the house of a person burning with creativity. The same thing happened with Galich … Eval'd liked especially his song about Zoshchenko. He did not sing it; he narrated it, but in such a way that tears always came to one's eyes. (shrink)

Phenomenal knowledge is knowledge of what it is like to be in conscious states, such as seeing red or being in pain. According to the knowledge argument (Jackson 1982, 1986), phenomenal knowledge is knowledge that, i.e., knowledge of phenomenal facts. According to the ability hypothesis (Nemirow 1979; Lewis 1983), phenomenal knowledge is mere practical knowledge how, i.e., the mere possession of abilities. However, some phenomenal knowledge also seems to be knowledge why, i.e., knowledge of explanatory facts. For example, someone who (...) has just experienced pain for the first time learns not only that this is what pain is like, but also why people tend to avoid it. Some philosophers have claimed that experiencing pain gives knowledge why in a normative sense: it tells us why pain is bad and why inflicting it is wrong (Kahane 2010). But phenomenal knowledge seems to explain not (only) why people should avoid pain, but why they in fact tend to do so. In this paper, I will explicate and defend a precise version of this claim and use it as a basis for a new version of the knowledge argument, which I call the explanatory knowledge argument. According to the argument, some phenomenal knowledge (1) explains regularities in a distinctive, ultimate or regress-ending way, and (2) predict them without induction. No physical knowledge explains and predicts regularities in the same way. This implies the existence of distinctive, phenomenal explanatory facts, which cannot be identified with physical facts. I will show that this argument can be defended against the main objections to the original knowledge argument, the ability hypothesis and the phenomenal concept strategy, even if it turns out that the original cannot. In this way, the explanatory knowledge argument further strengthens the case against physicalism. (shrink)

A reply to “Why ‘Healthy Conspiracy Theories’ Are (Oxy)morons” by Pascal Wagner-Egger, Gérald Bronner, Sylvain Delouvée, Sebastian Dieguez and Nicolas Gauvrit.

To seek fundamental truths, analytic metaphysicians generally start with observed phenomena. From here they typically move outwards, using discursive thought to posit scientifically informed theories about the ultimate reality behind appearances. Mystics, too, seek to uncover the reality behind appearances. However, their meditative methods typically start with experience and go inwards to a fundamental reality sometimes described as a pure conscious unity. Analytic metaphysicians may be tempted to dismiss the mystical approach as unworthy of investigation. In this paper I will (...) outline and address four challenges that sceptics are likely to advance, arguing that none is persuasive. I shall also attempt to clarify the role and scope of meditation in establishing the viability of mystical data in the construction of any potential metaphysic about fundamental reality. (shrink)

We agree with critics that enactive, sensorimotor, and ecological accounts of conscious experience do not in and of themselves fully deflate the hard problem of consciousness. As we noted in our earlier work, even if an extended account of cognition and intentionality allows us to be rid of qualia by deflating the dualism between intentionality and phenomenal experience, the heart of the hard problem, namely subjectivity, still remains. We argue that in order to resolve or deflate the hard problem the (...) hypothesis of extended consciousness needs to be understood as an expression of neutral monism and can quite naturally be understood that way. This article will rework the classical question ‘Can a machine think?’ into a more specific problem: ‘Can a machine think anything new?’ It will consider traditional computational tasks such as prediction and decision-making, so as to investigate whether the instrumentality of these operations can be understood in terms of the creation of novel thought. By addressing philosophical and technoscientific attempts to mechanise thought on the one hand, and the philosophical and cultural critique of these attempts on the other, I will (...) argue that computation’s epistemic productions should be assessed vis-à-vis the logico-mathematical specificity of formal axiomatic systems. Such an assessment requires us to conceive automated modes of thought in such a way as to supersede the hope that machines might replicate human cognitive faculties, and to thereby acknowledge a form of onto-epistemological autonomy in automated ‘thinking’ processes. This involves moving beyond the view that machines might merely simulate humans. Machine thought should be seen as dramatically alien to human thought, and to the dimension of lived experience upon which the latter is predicated. Having stepped outside the simulative paradigm, the question ‘Can a machine think anything new?’ can then be reformulated. One should ask whether novel behaviour in computing might come not from the breaking of mechanical rules, but from following them: from doing what computers do already, and not what we might think they should be doing if we wanted them to imitate us. This paper argues that 'duality' accounts of time, as exemplified by Henri Bergson's, Edmund Husserl's, and John McTaggart's ideas, parallel the decomposition of temporal experience in depressive psychosis into objective and subjective dimensions of time. The paper also proposes to comprehend the full-fledged depressive temporal delusion, in which the subjective flow of time comes to a standstill, via the idea of a double orientation to reality characteristic of schizophrenic delusions. In the depressive temporal delusion a person claims that time is (...) not moving while simultaneously her cognitive orientation in temporal surroundings remains largely unaffected, hence the double orientation. The juxtaposition of temporal experience in depression with the temporal disorientation in dementia enables us to situate the depressive delusion regarding the flow of time in the middle of a proposed scale of the disintegration of normal temporal experience. Integrated information theory attempts to account for both the quantitative and the phenomenal aspects of consciousness, and in taking consciousness as fundamental and widespread it bears similarities to panpsychist Russellian monism. In this paper I compare IIT's and RM's response to the conceivability argument, and their metaphysical account of conscious experience. I start by claiming that RM neutralizes the conceivability argument, but that by virtue of its commitment to categoricalism it doesn't exclude fickle qualia scenarios. I argue that IIT's core (...) notion of intrinsic cause-effect power makes it incompatible with categoricalist versions of RM and, to the contrary, is best understood as entailing pandispositionalism, the view for which all properties are powers. I show that, thus construed, IIT can cope with both the conceivability and with the fickle qualia arguments, offers a promising way to account for the content of experience, and hence is preferable to categoricalist RM. The development of international human rights norms and law is an often-contentious process. Despite significant gains from recent research on the development and implementation of human rights law, little research has focused on strategies of contestation prior to final outcome documents like resolutions, declarations, or treaties. Amendments to UN Human Rights Council resolutions are a form of contestation, particularly validity contestation that happens prior to the passage of Council resolutions. This paper examines the use of amendments by states using descriptive (...) statistics from Council proceedings from 2006 through 2018 as well as case studies on women’s rights and civil society space to illustrate how states use amendments to frame their positions. Amendments are increasingly being used by states from the Global South to contest the validity of potential human rights norms at the Council. The long-term impacts of the use of amendments are an often overlooked but important part of the Council’s ability to promote and protect rights. (shrink)

Ian Hacking’s wide-ranging and penetrating analysis of science contains two well-developed lines of thought. The first emphasizes the contingent history of our inquiries into nature, focusing on the various ways in which our concepts and styles of reasoning evolve through time, how their current application is constrained by the conditions under which they arose, and how they might have evolved differently. The second is the mistrust of the idea that the world contains mind-independent natural kinds, preferring nominalism to ‘inherent structurism’. (...) These two pillars of thought seem at first to be mutually reinforcing: the lack of natural structure can help make sense of scientific variability and revision, while variability and revision provide reason to suspect that natural structure is little more than idealization. In what follows, I argue that these two pillars not only fail to support each other, but in fact conflict. One of them must fall, and it is clear which. (shrink)

This book examines all verses of the Quran involving knowledge related concepts. It begins with the argument that an analysis of the Quranic concept of ignorance points to epistemic virtues that can pave our way towards gaining knowledge and/or understanding. It deals with the Quranic concepts of perceptual, rational, and revelatory knowledge as well as understanding and wisdom in the light of recent discussions in Western analytic epistemology. It also argues that the relevant Quranic verses seem to involve concept of (...) an epistemic conscience whose proper exercise can yield knowledge or understanding. While not overlooking the Quranic emphasis on revelation as a source of knowledge, the book draws our attention to a remarkable overlap between some strains of contemporary virtue epistemology and Quranic approach to knowledge. It shows that the Quranic verses suggest a progressive sequence from propositional knowledge to understanding to wisdom. (shrink)

The Ukrainian Christian ritual, which is common to Ukrainian Orthodoxy and Greek Catholicism, is called the Byzantine-Ukrainian and Eastern. The sources of its formation begin from Cyril and Methodius, who conducted their missionary work in Macedonian Bulgarians around 863 in the territory of Veliko-Moravia, in particular among the tribes of white Croats - the ancestors of modern Hutsuls. Created here, the first Slavic dioceses disseminated Cyril and Methodius Christianity among the Western Ukrainian tribes of Galicia and Zakarpattya long before the (...) official baptism of Rus-Ukraine. ABSTRACT An overview of some of the main modes of making images of natural objects and processes, as they have appeared in the history of science, leads to two main conclusions. First, the dichotomies that have traditionally distinguished, for example, art from science, museums from laboratories, and geometrical from algebraic methods have produced a poverty of understanding of visualization. It is at the intersections of these dichotomies where much of the creative work of science occurs, and it is into those (...) intersections that this Focus section leads us. Second, the section suggests that we need to understand images as arguments. Generalizing, we need to develop a “materialized epistemology” that reunites sensual with ideational knowing. Recent work in the history of science is already pointing the way and producing a dramatically new historiography. (shrink)

To commemorate 40 years since the founding of the Journal of Business Ethics, the editors in chief of the journal have invited the editors to provide commentaries on the future of business ethics. This essay comprises a selection of commentaries aimed at creating dialogue around the theme Business versus Ethics?. The authors of these commentaries seek to transcend the age-old separation fallacy :409–421, 1994) that juxtaposes business and ethics/society, posing a forced choice or trade off. Providing a contemporary take on (...) the classical question “if it’s legal is it ethical?”, David Hess explores the role of the law in promoting or hindering stakeholder-oriented purpose and governance structure. Jeffrey Harrison encourages scholars to move beyond the presupposition that businesses are either strategic or ethical and explore important questions at the intersection of strategy and ethics. The proposition that business models might be inherently ethical or inherently unethical in their design is developed by Sheila Killian, who examines business systems, their morality, and who they serve. However, the conundrum that entrepreneurs are either lauded for their self-belief and risk-taking, or loathed for their self-belief and risk-taking, is discussed by M. Tina Dacin and Julia Roloff using the metaphor of taboos and totems. These commentaries seek to explore positions that advocate multiplicity and tensions in which business ethics is not either/or but both. (shrink)

AimsThis study evaluates a protocol for early, routine ethics consultation for patients on extracorporeal membrane oxygenation to support decision-making in the context of clinical uncertainty with the aim of mitigating ethical conflict and moral distress.MethodsWe conducted a single-site qualitative analysis of EC documentation for all patients receiving ECMO support from 15 August 2018 to 15 May 2019. Detailed analysis of 20 ethically complex cases with protracted ethics involvement identifies four key ethical domains: limits of prognostication, bridge to nowhere, burden of (...) treatment and system-level concerns. There are three subthemes: relevant contextual factors, the role of EC and observed outcomes. Content analysis of transcripts from interviews with 20 members of the multidisciplinary ECMO team yields supplemental data on providers’ perceptions of the impact of the early intervention protocol.ResultsLimited outcome data for ECMO, unclear indications for withdrawal, adverse effects of treatment and an obligation to attend to programme metrics present significant ethical challenges in the care of this patient population. Upstream EC mitigates ethical conflict by setting clear expectations about ECMO as a time limited trial, promoting consistent messaging among multiple services and supporting surrogate decision-makers. When ECMO becomes a ‘bridge to nowhere’, EC facilitates decision-making that respects patient values yet successfully sets limits on non-beneficial use of this novel therapy.ConclusionData from this study support the conclusion that ECMO poses unique ethical challenges that necessitate a standardised protocol for early, routine EC—at least while this medical technology is in its nascent stages.
